第一条 各报刊依《中华人民共和国著作权法》第三十二条的规定，转载、摘编其他报刊上已发表的作品，按本规定向著作权人付酬，但著作权人声明不得转载、摘编的除外。
第二条 报刊转载、摘编作品，采取元/千字的方式向著作权人付酬。
第三条 报刊转载、摘编作品的付酬标准为25元/千字；社会科学、自然科学纯理论、学术性专业报刊可适当降低，但不得低于10元/千字。500字以上不足千字的按千字计算；不足500字的按千字作半计算。
第四条 本规定颁发前有关报刊转载、摘编作品付酬的规定与本规定相抵触的，以本规定为准。
第五条 本规定由国家版权局负责解释。
