根据中央人民政府和澳门特别行政区政府签署的《内地与澳门关于建立更紧密经贸关系的安排》及其附件的有关规定，现通告如下：
一、自2003年10月18日起，允许澳门服务提供者在内地设立合资企业，提供下列五项增值电信服务：
1、因特网数据中心业务；
2、存储转发类业务；
3、呼叫中心业务；
4、因特网接入服务业务；
5、信息服务业务。
二、澳门服务提供者在合资经营第一条增值电信服务业务的企业中拥有股权不得超过50%。
三、对澳门服务提供者与内地合资经营第一条增值电信业务的企业无地域限制。
四、信息产业部和各省、自治区、直辖市通信管理局依据内地相关法律、法规、规章等规定，对澳门与内地合资经营第一条增值电信业务的企业进行审批和管理。
