答：
技术在公司设立时已经作价入股，入股后技术不再属于股东，而是属于公司，无论其有无发展、提高，均属于公司，在增资时不应重复作价入股。否则既损害其他股东利益，也损害债权人利益。增资时，原来以技术出资的股东可以以其合法拥有的新技术折股，也可以投入资金，当然也可以放弃增资。
