我认为，对于国家垄断经营的行业以及尚未建立有效竞争机制的行业应当适用国有独资制，对于建立现代企业制度较早、独立运作能力好、市场基础好的企业可以实行股份有限公司制，其他企业应当适用有限责任公司制，逐步建立公司制度，在条件成熟的时候再改为股份有限公司。
