答：
公司法第133条规定，对社会公众发行的股票，可以为记名股票，也可以为无记名股票。如果不是向社会公众发行，则应当是记名的，自然也就可以通知相关股东。第134条规定，发行无记名股票的，公司应当记载其股票数量、编号及发行日期。显然由于不记名，不可能在股东名册中登记，另外我国现在由证券登记结算公司集中托管发行在外的股票。
